dc.description.abstractThis report is one of the outputs of a project to develop a model for an independent oversight mechanism to reinforce the rights of children in secure care in South Africa. It focuses on the first three project objectives: undertake a base-line study of the current facilities, through visits to the Secure Care Centres and conduct interviews with children and with staff, to inform the model for an independent oversight mechanism.
